jubilee odyssey, the custom SLC at fantasy island, England is getting remodelled. the horseshoe turn has led to at least 2 vallies and so its getting changed. compare this picture:

I doubt they'll throw on a tunnel. Rather, I'd expect them to do some serious restructuring to it. But you are right about the winds. When I was there a few days before the start of the ECO, Jubilee Odyssey wasn't running. We talked to the manager of the park (not because of this, but rather that his park was closing 4 hours earlier than it claimed it would on its site) and was informed that Vekoma had been contracted to build JO to run in winds of 40mph. As it turns out, it can't. So, they made Vekoma come back to fix it. I believe they changed wheel compounds for its reopening in late July/August. I just wished I could have been there the next day (when the BBC shot a show there and operated JO for a group of kids, Jim Raimar and Danielle Miller).

There have indeed been wind problems with Jubilee Odessey. Whose fault it is, I don't have a clue. I do know that Vekoma is currently reconstructing part of the ride. An on-site Vekoma engineer even claimed that both the stall turn and the boomerang are going to be replaced.
Vekoma first installed windscreens at the entrance and exit of the boomerang, but the winds where too strong. So reconstruction is the only available option..
