I don't know about Hershey specifically, but my experience is that it has a lot to do with weather. Cold is not usually a deterrent, it's rain.

I think it's fair to say at this point that Halloween events at pretty much any park will bring some of the largest crowds of the year. Be prepared for it and be pleasantly surprised if it's a slower day.

Went to Hershey both today and last Sunday (two cold, damp Sundays in a row), and it was about as busy as a normal summer weekend. 1-2 hour waits for every open coaster, and that's from 2pm til rides close, so even showing up "early" (the park only opens at noon) won't save you much.

I've gone on both of these dreary school nights to try and battle the crowd, as my visits last October were unbearably busy, which I chalked up to the new Halloween event. But yet again, subpar weather and all, the lines still ran wild during the event, which had its own attractions (5 total) posting 60-120 min waits. Between the various coasters, Cupfusion, and Dark Nights houses, they had no less than a dozen attractions all sporting 1 hour+ waits. I'd call that plenty busy.
