There are a few in the original games that are like that: for example, the one with the height limit a la Alton Towers, or the one filled with outdated rides.
How about one where a City Council dictates what kind of rides you can build and where?
How about a scenario that holds two parks (a la Geauga Lake and Sea World) and you can keep them separate and watch the competition, or eventually build them together?
How about an old park that has been abandoned for decades? Your job would be to bulldoze old coasters/rides, or determine whether they're worth fixing up.

I'd like to see something similar to the "old park" scenario: that is, at the back of the park (perhaps on land that you don't own at first) is the ruins of some old coaster, perhaps a wood side-friction coaster. Sections of track would be missing, it would be overgrown (simulated by bullrushes, since weeds don't grow on grass you don't own), and it would need repainting, as well. The idea would be that you could fix up the coaster, get it running again, and have another ride in your park!
