That's Cedar Point policy. Been on many media shoots with them, and that's policy. It might sound stupid, but this company in particular protected themselves when someone was tossed from Perilous Plunge last year.

Next time that you watch some coaster shows, notice how none of the people have their arms up. I guess they don't want to upset the lawyers.

A couple things I noticed about the 2002 guide -
If you squint at the cover of it, you can spot some people with their arms up. Nah, they're not going down the hill or around a steep turn, but they're on a train accelerating up that 45 degree hill anyway.
Also, OhioEdison has this big gorgeous shot of one of Mantis' inversions - but there are no riders on the train. What a bummer!
