You can get down pretty low, as long as its not a congested area. Its in the neighborhood of 500 ft above the tallest object. So, in this case, 937 feet minimum (unless you're landing). Flight restrictions start popping up with outdoor concerts, baseball games, etc. I think there's one for outdoor gatherings of more than 3,000 people, but I need to look into that one. Disney has something of a flight restriction, due to the mass of people and fact the park is so well known (read-might make a popular target).
