Council Bluffs council members growing impatient with park plans

The developer of the proposed amusement park in Council Bluffs said he's just "waiting for the paperwork" to complete the $70 million financing package as the City Council set Sept. 8 as the date to decide whether to void an agreement offering tax breaks for the project.
