im mean... sure they both are but what would you choose if you could only have one? there could be a couples rides with a whole load of scenery and a park with a hundred rides and very little scenery.
for ex.
IOA has very great rides but imagine it w/o any scenery. that would change everything. IOA needs the scenery to be a good park since they dont have as much rides as a normal park.
in all, i think the rides are the most important

Imho, amusement parks have an amusement park theme. They are themed as amusement parks. That's how I view them. So amusement parks are theme parks and theme parks are amusement parks, to me anyway.
