Cedar Point Recreation HELP

I downloaded the dragon trainer, and now i own all the land. So what I am doing is I am recreating Cedar Point. I was working on the front entrance when I messed up a little. I made it so the peeps can get in and out of the park without going through the entrance. I've tried to make a whole bunch of NO ENTRY signs to lead them out (because I can't pick them up), but they're not doing it. Also, I tried drowning them but they don't drown (which is kind of funny to watch them walk around under water). If you know what I'm talking about, and you know how to fix it, please tell me.

Yeah it has happened to me before. The only advice I can give is to start over. Sorry.
