The zipper merge is the key to making it work. And if people are hung up about 'fairness,' I'd argue that taking turns at the merge point is more fair for everyone. After all, the only reason there's a long line to skip in the first place is because people aren't late merging.

Yes. And then at the merge point the people in the open (line) lane get all indignant and get reverse aggressive about letting you merge because of that perceived fairness and "line cutting" happening.
Use both lanes to the merge point and take turns moving forward. It's simple and efficient.
Late merge isn't a dick move, getting out of the dominant lane to get around three cars and then get back in from the shoulder is a dick move.
