Carowinds NC/SC question

After visiting Carowinds this weekend, I was quite baffled by the park being in two different states. What I'm wondering is a) Do they pay taxes to both states? b) Do they apply to both states for permits and c) What do they do in case of a wanted fugutive? Could someone who's wanted in one state escape to the other state to avoid arrest?

Disney has a similar situation where WDW is in two different counties...they created a new district for it. Maybe Carowinds has a special tax abatement? Great question though.

I do not know the answers to any of those questions accept for C) the fugitive would be caught, The police could just go across the state line. That happens alot, at least in NC.
I am unsure about A, but I know that B is yes. I can't tell you this for a fact, but I bet Top Gun would be a lot more likely to have trims if it were on the North Carolina side. The NC inspectors are pure hell. It even took the mouse, Ricochet, a while to pass inspection, and the inspectors would not allow Carowinds to board the mouse like Hershey's, as intended. Also, you must be 16 to op a ride in South Carolina (except Top Gun, must be 18) and 18 to op a ride in North Carolina.

Thunder Road is in both states, it has permits on the Operator stand for both states.

As far as fugitives go, I'm pretty sure that it's just like here in the Capitol Metro Area. I'd be willing to wager that SC & NC have a sort of "recipricol" agreement that allows troopers in each state to operate in the other state (at least within some range of the border).

...but 2hostyl, the GoldRusher ("fool's gold crawler") was a one-trip wonder, whereas Thunder Road kept me riding happily between the states...

There was a sidebar article in one of Tim O'Brien's Amusement Park Guides, that while vague did indicate that the park had some 'unique' challenges posed by the whole state line thing. Work eligiblity, payroll taxes, sales taxes, regulators and permits and all. What would be interesting to know is if an associate usually works a ride, like Top Gun that is said to be in SC, what happens if they get pulled to a ride like Ricochet in NC. Do they have to pay out state payroll taxes to NC for those hours on Ricochet. Interesting papaerwork indeed.

Speaking of this situation what about Boblo Island, if I recall the island the park was on belonged to Canada, however the parking facilites and ferry service were in the USA. I wonder if there was an exit from the park to both countries, and if so was there a customs checkpoint. I know thats all academic now that the park is *sniff* closed. But consider the interesting 'challenges' that could create.

Time to crack out the old Guide to Ride(1991) and see what it had to say.
