Carnival operator arrested after 3-year old falls from ride

The operator of a carnival ride was drunk when a three-year-old fell off and injured himself, police said. The boy was on the "Yo-Yo" swing ride around 7:30 p.m. Saturday at the Coleman Brothers carnival at the Manchester Parkade when he fell from the swing, landing on concrete pavement. The boy was treated and released.

Not to sound like I am an advocate of drunken carnies, but how was the ride op at fault? Did he fail to properly restrain the kid?
I'm sure there's some state law that makes it illegal to operate amusement rides in an impaired condition. Even if he had done everything right pre-ride, he would not be able to respond efficiently in an emergency.
I agree with that. Intoxicated ride ops is never a good thing. I'm just wondering how the kid falling from the ride is the direct result of the ride op's bibulous nature?

3 years old? On a Yo-Yo? Would a 3 year old even be tall enough to ride a Yo-Yo?

Excuse me...but where were the parents in all of this? While I feel sorry that this accident happened and the operator was intoxicated, I am glad it did not result in a fatality. But why was a THREE YEAR OLD riding a ride like the "Yo-Yo" in the first place? Aren't three year olds suppose to be still riding kiddie rides? Or do they grow them big in Conn.?
I thought that a little strange, too... when I was three years old, I was probably on a carousel, not a Yo-Yo.
