billboards download

hi there , i just been a brought rct3 wild ,and yes i think its great but, when i try and download billboards, i can not see how to do this. i can see the panel and it says level up and that but no luck, its really annoying and the manual is'nt much use either. and yes my internet is open but i dont know if its got to be on a certain site for this too work. so can any body help on this matter thanks

Hmmm, I'm not exactly sure if this is answering your question but if you know what picture you want on the bill board, you can save it into you 'My Pictures' folder and when you go to construct a custom buildboard, it will display all files in your 'My pictures' folder.
