...so you'd think that if they're going to invest enough capital in those attractions which will be of extreme-quality, why not complete the theming on Dragon Mountain to match the quality of the rest of the park? The soon-to-be train ride or river country water ride could also travel along the re-creation of Niagara Falls, which means that the capital put into the theming for Dragon Mountain would be more justified, because it's not just going for a 20yr old ride.
Anyone who's been there knows this... I'll have to find the pics of the g/f petting the whales.. it's priceless...

I get what you're saying, but business is business. Once you decide to build something new, it's easy to decide to built it really nicely simply because you can market the hell out of it and get people to come. It's a lot harder to justify spending millions on something that's essentially unnecessary. Sure, the quality of the attraction would be made higher, but what kind of ROI is the park going to get on that investment? It's going to be little to none.
As enthusiasts who know what was supposed to be there, it's easy to dream about the intended theming. The overwhelming majority of people are unaware about a volcano or mini-Niagra, and those people (the majority) will simply take the ride for what it is, not for what it isn't.
