SFGadv has New Jersey Transit buses that go there...I believe they serve Philly, NYC, and Newark NJ.

Call the parks of course for public transit info. Also, check with smaller/local rental car companies. They will sometimes rent to under 25's. Another thing to check if your corporations rental plan. These often allow under 25 rentals. Some allow you to use the corporate plan for personal rentals and some don't.

I checked our company policy on renting cars through our partner rentals and, it really doesn't say if I have to be over 25 so I may look more into that.
Ohh yeah today was my first actual day of work (excluding two weeks of training) and I almost lost a part of my index finger, you may not think its dangerous but it's really dangerous.
