He also said "he doesn't plan on announcing it until much later than usual, although it is already quite obviously under construction."

There are plenty of reasons for them to announce late, From a marketing and PR standpoint this gives them publicity that just cannot be bought. Look at what PKI did last season with Tomb Raider. That sense of secrecy is what made that ride so popular this year. It had people wondering "What is this tomb raider" and the only way for them to find out was to experience it for themselves.
Trust me, they are keeping a VERY tight lid over this project and they intend to keep it that way until they announce it.

And how big is that lid exactly?? Obviously it's not all that big since the park themselves has a web cam pointed towards the darn thing! The park is not being secretive about it. They're just not telling all the details. Instead of teasing the public like PKI did with TR:TR by not telling and not showing, CP is not telling, but showing. It's free publicity. A tv station and newspaper in Cleveland ran stories about the coaster today. The park must be loving all this attention, and that's why we haven't heard anything official yet, other than "Yes, we're building something"
