As far as I could tell, last year before the ERT started, it was pay per ride (which still turns out to be quite cheap).

Another thing to keep in mind during the day is PPP coincides with the Covered Bridge Festival. The park and the area around it will be FAR more crowded than in the evening, but many of the people there won't be riding at all. They'll be checking out the art stands, food stands, and so on instead.
That said, I've only been going to PPP for 4 years, and I'VE seen the crowds for the event grow. That's ok, though. PPP is a magical event, where you can see old friends, meet new ones, feel the wonderful crisp fall air, smell the burning wood of the bonfire...
