San Antonio paper says parks not reporting accidents

The Express-News found some amusement ride owners could be doing a better job keeping their guests safe and disclosing accidents to the public. And the state’s Department of Insurance, which has limited oversight of amusement rides in Texas, at times enforced the law inconsistently.
